This tiny bird likes to visit my balcony, and nibble on the kale flowers. It's a little hard to see, but the bird is on the upper left side of the pic.
Looks a bit like a song sparrow, but it's hard to tell. Does your building not allow bird feeders on balconies? A lot of buildings don't, but if yours does, you'll get a lot of birds if you put one out there.
